If you're African-American or Hispanic in the United States, the federal government tacitly thinks you are too irresponsible to save for a down payment on a house, therefore they will subsidize it for you, Tenth Amendment notwithstanding! The Republican Party hasn't been this generous to ethnic minorities since the creation of the Freedman's Bureau in the 1860s. Dependency on legal plunder of this sort cultivates indolence with anybody—whether white or black.
